Attached is a link to a video that shows the issue. Nothing seems to have a big impact on this. I've turned down the settings as much as I possibly can, disabling everything I can and turning all settings down as low as they go ("normal" is what the game calls this for some reason). My next idea was that my 3gb of VRAM wasn't enough to load all the textures, but according to GTA's settings menu it only needs 1066mb of VRAM, around a third of what I have available, so I don't think that should be an issue. Originally I thought it was because the game was saved to my hard drive, but after moving it to my ssd the problem persisted. Hey all, I've been playing some GTA recently but have been having a lot of trouble with driving due to the road textures not loading in underneath me.
